District Digest: A Partnership for Smart Growth

Founded in response to the economic downturn of the Great Recession (2007–2008), King of Prussia District was officially formalized in May 2010 under an ordinance adopted by Upper Merion Township.
Since then, the organization was subsequently renewed for two additional five-year terms in 2015 and 2020, and most recently for a third term running through 2035.
While the Township established King of Prussia District and continues to serve as a valued partner, we operate independently. We are not a department of Upper Merion Township and do not receive municipal or county operating funds. Our work is supported by a special annual assessment paid by commercial, industrial and multifamily property owners within our boundary. That funding model allows us to focus exclusively on our mission: to position King of Prussia as a vibrant, attractive and prosperous place to live, work and invest.
Over the past 15 years, that mission has come to life through strategic partnerships, many of which involve close coordination with Upper Merion Township. Here are some highlights:
First Avenue Complete Streets Initiative
One of the most visible examples of our collaboration is the transformation of First Avenue in Moore Park. Over the course of 12 years, King of Prussia District worked closely with the Township to deliver a five-phase Complete Streets project. Completed in fall 2024, the initiative introduced critical enhancements including the First Avenue Linear Park and the First Avenue Road Diet. The result is a safer, greener and more enjoyable experience for those who live, work and recreate in Moore Park.
Trail Advocacy & Development
Improving multimodal transportation is a shared goal among the Commonwealth, Montgomery County, Upper Merion Township and King of Prussia District. Trails are a key part of that strategy, and a standout area of partnership. Working together, we’ve helped expand a regional trail network that supports healthier lifestyles, eases congestion and creates seamless connections to and through King of Prussia.

Planning for the Future
Smart growth depends on smart planning. Through our Land Use & Zoning program, King of Prussia District collaborates with the Township on zoning ordinances, development proposals and comprehensive planning efforts. We contribute to the creation and revision of zoning and weigh in on infrastructure and land use strategies that impact the commercial, industrial and multifamily sectors. This ensures that planning decisions are well-informed and aligned with long-term goals.
Driven by Data
Our Research & Data Analytics program equips partners with the insights they need to make informed decisions. From demographic trends to market performance, King of Prussia District’s data tools are used by Upper Merion Township staff, developers, property owners and prospective businesses to understand the local landscape, evaluate opportunities and plan for future growth. These resources play a central role in supporting data-informed change across the Township.
Marketing & Events that Strengthen Community
We’re not the Township’s marketing arm—but if you’ve seen a campaign promoting King of Prussia, there’s a good chance we were behind it. Through year-round campaigns, media outreach and high-profile events, King of Prussia District works to raise the KOP’s profile in the region, attract new audiences and support a strong sense of place. Our events are open to residents and designed to bring people together—from the KOP Takes Out Hunger Food Drive and Igloo Garden on the Green (benefiting the Upper Merion Area Community Cupboard) to our joint efforts with the Township on First Responders Appreciation Week.
